The AFMS Phase 1 was executed under a contract between the Coalition of Alabama Waterway Associations (CAWA) and the U.S. Department of Transportation (# DT0S5905G00017). Ron Coles of WR Coles & Associates developed the scope of work for Phase 1, which began in April 2005, and completed the study in December 2006 with the final report delivered in US DOT in April 2007. Public release of Phase 1 was in May 2007.

Funding for Phase 2, which began in January 2007, was managed by the National Oceanic and Atmospheric Administration (NOAA # NOS-OCS-2006-2000578). Phase 2 was completed in December 2008 with the final report delivered to NOAA in March 2009.
